Antivirus software may mistakenly flag legitimate programs like Steam as ransomware due to heuristic analysis that detects suspicious behavior, similarities to ransomware patterns, or outdated virus definitions. False positives can be resolved by updating the antivirus software, submitting the file as a false positive to the antivirus vendor for review, creating an exception or whitelist for the program in the antivirus settings, or temporarily disabling the antivirus during the installation/update process.
