Do ransomware creators genuinely hold decryption keys for infected systems, or is it sometimes a bluff?
Ransomware creators typically do hold decryption keys for systems they infect. In most cases, victims who pay the ransom receive decryption keys to restore access to their data. However, there have been instances where the perpetrators did not provide decryption keys even after receiving payment, leading some to speculate that it can sometimes be a bluff.
